refresh rate, resolution?

I have a 9700pro and a Viewsonic P95f+B monitor. When I change the refresh rate or the resolution, this often changes the screen size and I have to set up the monitor again. In games if I use a different resolution, this often means a black line on one side as the screen size shrinks. Is this normal?
 
Happens with my Dell P991 and Ti 4400.

If I set it up so the max area is there at 1600x1200 @85Hz, then play a game that has 1280x1024 @85Hz, I have to readjust for the game, but when I go back to the desktop, the screen size is fine. It seems to have different settings for each res/refresh rate which it remembers when you go back to them.

Does yours always need to be re-done, or does it seem to "remember" the screen settings?
 
thanks, I think there is a memory recall, and I will have to learn to use it. At least I know that all is normal, thanks again!

Also what is the best refresh rate to use. I have up to 120.
