Refresh Rate Question, PLEASE HELP

Other than Powerstrip, or getting a Matrox card, is there any way I can change the refresh rate of my display in 1 HZ incrememnts. For some reason, my monitor looks grainy at 85hz, but it looks FINE at 83 HZ. I had used Powerstrip but it was too slow to load.

I have a Voodoo 5 5500 AGP
 
Depending on your monitor, getting a BNC monitor cable may just get you over that bump in image quality.
