Refresh Rate Problem with PC please help me.

Harvey has it right I believe.

Use the "same as desktop" setting in the refresh rate overide in the Catalyst drivers.

*Set your desktop to 85Hz, and adjust your screen if needed at that resolution.
*Switch to another resolution you want to run on your desktop, set the refresh rate to 85Hz and again adjust the monitor settings.
*Do this for all the resolutions you will run, making sure you set the refresh rate to 85Hz.

You can check to verify that your monitor is running the proper refresh rate using the monitors OSD menu during games ect.
 
I fixed it WOOT!

All I did was unistall my monitor drivers and for some reason the screen stays center now!!!

Now should I install my drivers again because I think I know what the problem is I already had monitor drivers and then I updated to the new ones without unistalling the old ones...So should I install my monitor drivers?

Well, ok the problem isn't fixed. Unistalling the drivers simply lessened the amount it is off center. Now it's only a little bit after coming to my destok from games, or sleep mode or changing resolutions. Any ideas?
