Run dxdiag, goto the More Help tab, look at the refresh rate overrride. That help? Peace.

That is naturally only for DirectX though. To handle DirectX and OpenGl in one fell swoop go to the Displays tab (Display Properties -> Settings -> Advanced) and click on the Monitor button to select the Refresh Rate Override from a drop down box. Make sure to disable any third-party refresh rate programs.

Might be a problem with DDC and your monitor. My old Viewsonic PS790 would stay locked at 60Hz in Windows ME on my Radeon 9500 Pro. In Windows XP, it wasn't a problem since you have the option of de-selecting DDC (of course, gaming was a different matter in XP :). For the older operating system, I found Rage3D tweaker worked well to force the refresh rate in all modes for me.

Is this for Half-Life only? If so you should make sure vsync is off (settable in the ATI card settings) and also set the fps_max variable in the HL console to a higher number (I think 100 is the max it will go).
