I hope that comment was tongue in cheek, or sarcastic, or whatever way you want to say it. And if it isn't... his speech is similar to that used by people to mimic black slaves during the long period of slavery in America, more prominently the American South. I believe this form of speech to stereotype slaves was also popular in Vaudville acts where the actors painted their faces black except for a large area around their lips.
Have you ever seen Wild Wild West? Watch Will Smith do his impersonation of a slave to sneek his way into the dinner party near the beginning, I swear George Lucas saw that and said "JAR JAR will speak like that!"
EDIT: Also Jar Jar becomes indentured to those Jedi guys, like a slave for them. Lucas suffered heavy criticism for these "stereotyped characters" when the phantom menace first came out. It's not like I'm making this up.
