On the surface it's mostly symbolic. Posts there won't aggregate out to front page posts nor will it show up in searches. It also costs them custom image banners and revenue from ads in there. I think you also lose mobile access to it.
It's also a 1st step in outright banning a subreddit. It's basically probation and saying "clean up, or cease to exist".

I'll take them adhering to some basic standards as a consolation prize.

Actually that'd be a great punishment - if you're a subscribed member to the sub, you're prevented from posting anywhere else. I realize that might harm some innocent lurkers and bystanders, but that's the price they pay for flying too close to the sun.

There is also an automod bot that will automatically delete anyone's post if they have ever posted in T_D. I know that several large subreddits use it as a kind of shadow ban.

Agreed , there's great community moderated content there, the layout just keeps getting worse imo though.
