Recycle Bin: Looks full when actually empty

My recycle bin icon show it is full when actually it is empty, and vice versa. Any ideas how to fix?

right click on the Desktop and go to Properties and then in one of the tabs there (sorry no Win98 near me) you can change the icons for Full, empty recycle bins..try resetting yours
