I am going to buy a r9 270x 4gb. And I am planning to record my game in full 1080p.
but I heard rumors that you cannot record 1080p with fraps or dxtory, if using mantle.
Is this true? Because I've heard that mantle gives you 15% performance increase
over Directx.

Correct. You would have to externally record off of the output of a DP/HDMI/DVI port.

Does it have to be AMD? Nvidia Shadowplay works pretty well at 1080p with little to no performance hit compared to DXtory or fraps.
I'm only speaking from my experience with Shadowplay. I don't currently own a Mantle capable AMD card.

"Raptr" offers the same for AMD (accelerated encoding for gameplay capture), but only for D3D, not Mantle
but it shouldn't be a big deal, just play using D3D when you need to record...

You are unlikely to see any better options until the API is released so that the tool authors can implement there solutions on the API. The API is currently limited to those publishers and studios AMD chooses to partner with not generally to everyone.

I haven't tested much for this purpose, but OBS (used mostly by twitch.tv streamers) is quite nice and free, it has some support for nvidia GPUs, Intel quicksync and AMD GPUs accelerated encoding, and you can simply save the videos to your harddrive, I think it's worth checking, but again D3D only...
