Building a setup with the following:

DFI Lanparty
e8400
4gb ram

Questions:

1. What ram should I get?

2. What should my overclocking settings be?

3. What quiet aftermarket HSF should I use for overclocking?

I'm looking to get to at least 4ghz for stable 24/7 operation on air. I haven't selected the ram yet, but whatever will work for under $100 or so will be great. I'm reading the overclocking guides here, but if you have any tips that would be appreciated. I also want a quiet HSF for OCing with. I have a Scythe Infinity 120mm on my Q6600 @ 3ghz and I love the near-silence, so I could do another one of those or else something better.

Also, I'm considering 8 gigs of ram for this build, but I heard that 4 gigs offers better overclocking performance...any truth to that?

How fast to you want to OC? Since you said 4GHz, with a 9X multiplier, the FSB will be 445MHz.

That means you will need RAM running at least 890MHz. The higher you overclock, the higher the RAM speed will have to be.

For a HS, the Ulra-120 Extreme seems to be the best right now, but any decent tower-style HS with a 120mm fan should work, since the e8400 is 45nm and puts out less heat.

What's the fastest I can get to on air without sounding like a tornado? :)

Beats me, I have a Q6600. A guess would be closet to 4Gig, but that's a total guess.

GO over to Xtremesystems and check out their Intel forum, you should find lots of e8400 results (and what cooling they used).
