I'll be doing it in the garage with concrete floors. Footlocker is having a sale, so can I have specific recommendations? Around $50 would be good.

Nike Lunarglides have proven to be amazing jump rope shoes. They are so springy, yet so cush.

I jump rope in my VFF's or barefoot. Not sure why you need special sneakers for it?

This. Either use the shoes that you already have or go barefoot. Buying special shoes for jump rope is a waste of money, unless you're already in the market for shoes and just need an excuse to buy them.

I just tried it. My feet hates me when I miss.

You mean when you hit them with the jump rope? If so, just think of it as a very effective teaching tool for getting better at jump rope :)

Or if it really hurts to hit yourself (depends on the jump rope and how fast you are turning it), just wear socks or any minimal shoes you have.

I would say flat shoes with minimal cushion like Pumas, Nike Free, asics Tigers (what I use). Easier to get the right jump mechanics and no wasted weight/energy. Cushy shoes are going to waste energy every jump. You shouldn't have any foot pain jumping rope, you should be light on your feet not stomping.
