Recommend cheapest vga cooler for leadtek geforce ti4600

Ok guys the fans are making a lot of noise and one of them spins too slow. This is that leadtek gefroce ti4600 (WinFast A250 Ultra TD My VIVO) heres a pic http://www.bjorn3d.com/read.php?cID=35 (just scroll all the way down) it's the one with the huge heatsink. I rather buy replacement fans but I have no idea where to find these types of fans, leadtek hasn't replied to my question yet... I rather keep the heatsink if possible, this is for my sisters comp so its just gonna be running at stock speeds.

Well if you have the money you might as well slap a passive cooler on that...it'll be much quieter, and at stock speeds you won't have to worry about heat.

And with the money you would spend on an active cooler ($20 maybe), you could buy a better gfx card!

What kind of card would you get for 40$?
The Ti4600 is still a good performer today, outperforming the 5200s the 5500s..
