Skyhawk isn't good.

And the reason why your 12V is dropping is because Thermaltake 480 and lower PSU's are made with most of their power on the 5V rail. Good for systems that don't regulate CPU power from the 12V rail (like most Socket A's) but bad for A64, Pentium 4, etc.

 
According to the systemcooling.com review, the american models do have passive PFC giving a PF of around 0.7. Better than the typical .5 to .6 of non-PFC units.
