It needs to be capable of 4K@60hz (4.4.4)

Also what brands should I stay away from?

As far as I know the only true 4k 60hz graphics card for gaming is the GTX1080ti and the Titan XP(p).

Unless this isn't for gaming and is just for watching 4k 60 videos?

Any gaming would done at 1080p but the card must support 4K @60 4.4.4 for basic desktop use.

Definitely going to wait for the 560 to hit the market. Any brands recommended ?

Based on the RX460 models, the Gigabyte Windforce cards seem reasonably priced and not excessively large.

This one right now is $85 after discount and $30 "rebate card" that might come later for the 4gb version.... https://www.newegg.com/Product/Product.aspx?Item=N82E16814125897&cm_re=RX_460-_-14-125-897-_-Product

Although, it doesn't appear to have extra power connector if you plan to try OCing....

EDIT: Actually, no, don't based on more reviews I'm reading...

Just figured I'd note that the RX 550 should be out very soon which has the 4K connectivity you requested at a lower price point. I did not know if achieving 1050 performance was a requirement. If it's not, this may be a cheaper alternative (supposed to be around $80 on release).
