Recent Delay Loading Internet Explorer 6 Windows XP SP1

One big difference I notice between formatting my hard drive is that over time, Internet Explorer 6 takes maybe 5 seconds to load, as opposed to under 2 seconds or so. Now this delay only happens when opening the first Internet Explorer window, and to me it is a kind of a 'gauge' of sorts on my Windows XP "health". Longer the delay, the more things have gotten out of order so to say. I noticed a recent "upset" when I was trying to get Windows to recognize my USB 2.0 ports, and since then the delay has become noticable.

Computer stats:

Athlon XP 1800+ @ 1.53ghz
512MB PC 2700 DDR RAM
Windows XP Pro, SP1
Dual 80GB IBM Hard Drives in Raid-0 configuration

As for tweaking XP, as I've formatted only within the last month or so I just haven't bothered doing many registry tweaks. If anyone can suggest anything that might eliminate this delay though, I'd be willing to try it out.
