Reboot/Shutdown in XP Pro

Well, I did a fresh reformat today, had no problems beforehand... however, after my format, my system will not reboot on the from the XP shutdown window or the reset button, and when i try to Shut Down, it simply reboots again.

What confuses me is that i didn't have anything installed when this started, it was the first boot off of the XP installation disk. Also, I can't reboot from the bios, and my CPU speed is coming up incorrectly. In the bios, it says 133 FSB, and 10.0 X multiplier. However, after I restart the computer (via the power button), it displays as 1000 mhz instead of 1333. Any ideas anyone?

looked already 🙂 can't seem to pinpoint it. what really confuses me is that it started this the very first system boot into Windows, no drivers/programs at all installed??
