Reboot Hang Problem

I've got a P4 1.7, 256 ram, running Windows ME near flawlessly, except for the fact that whenever I try to reboot my computer (from either start->reboot, or if windows does it because of new software or system changes), it will seemingly shut down Windows properly, but will then reach a black screen and hang there without rebooting my system. Then if I press my computer's restart button, it'll reboot, however Windows will tell me that I shut down my system improperly.

The only way around this for me is to shut down my computer and then turn it on again (it won't hang if I shut it down, only during a reboot).

I simply don't know how to begin to troubleshoot this problem. If you need or want any additional information, just ask. Any advice or suggestions would be great!
