i read the Iraq Constitution, and these are the main points that stuck out, which will pose a problem for the future. The national government has no power. The states, or provinces have it. Kind of sounds like the articles of confederation, no?
army - cannot go into a section (provinces, iraq has 18), they must get permission.
states rights - each province could reject a law (nullification)
congress picks the president and prime minister, people only choose the people in congress.also, in a time of emergency, congress could take over.
no concept of federalism.
