Really WEIRD networking problem

This is really weird, so bare with me as I explain this. I'm at a loss for how to solve this riddle. We are an NT4 network. Half of the building is wired into a hub on one side of the building, the other half on another. The two hubs are connected with one straight Cat5 line.

Everyday at around 5 o'clock, those connected to one of the hubs loses network access. Cannot surf the Internet, cannot retrieve email, and cannot connect to the servers. I can't pinpoint if it is an exact time, but it's been noticed anywhere from 5:00 to 5:10 pm. By the next morning everything is fine and the network is working again for these people connected to that hub.

I have gone upstairs when networking went down and checked the hub, and the power is on and the lights are flashing fine. Does anybody have any idea what in the world could cause something like this? I'm at a bit of a loss for words. Thanks.
 
Check the group policies. Most likely time restrictions are in place for that segment of the network.
