Really Dissappointed-Please Help

Hi guys, I used to have an old Athlon 1800 with 512 pc2100 and a 128 bit Radeon 9100. I also had an old P4 2.0 with 512 pc2100. They were both pretty close, but the Athlon was my main rig and it ran CSS on everything high except shader detail with 4AA and 8AFat 1024:768 with a consistent 45fps framerate. I had a few config tweaks and it was DX 8.1, but it still ran amazing. The system ran really good. It got about 8800 3dmark01 and played Doom 3 on medium too.

My company got a bunch of Dimension 3000's for a job. They are 2.8/533 with 512 pc3200 which was way overkill for the job, but we got them for a good price. It was only going to run some very basic programs so I put my old 2.0 P4 and 512mb ram in it. I bought a refubirshed MSI SIS 661 motherboard off of NewEgg for $35 which supports 400-800bus. I put the 2.8/533 and 512 pc3200 in it and my "new" 9700 pro.

It ran terrible at first, but I re-reformated and installed Xp again and it ran fine. I installed all the drivers and updates and everything seemed fine. I ran a few games and it wasn't too good though. CSS recommended medium settings and it runs on high, but with a lot of stuttering. I got 9100 3dmarks and it seemed a lot slower than my old Athlon. It was also very unstable and crashed in most games. I am very dissappointed in this.

I tried switching video cards and the 9700 pro worked amazaingly in the other system. I consider myself a power user, but don't really know what it could be. The Dell components worked fine in the machines at work. I narrowed it down to two things it could be. It only has a 230 watt power supply, but it is really underrated and powered all my other machines perfectly. The motherboard is just a cheap piece of crap. The drivers are all good and there are no conflicts. I think New Egg has a 15 day money back guarantee on refurbed parts if they aren't up to par. Can somebody give some suggestions on what to do, how to fix it, and what the problem could be.

I am the president of the company so i think its all right. We only needed a system similar to my old P4, maybe even worse, but the Dimension 3000 were given to us at a big discount so I ordered them.

It is a small telecommunications business. I don't make too much money and I have to pay the bills for my shore home. BTW, I probably wouldn't let my employees take stuff lol. Anyway, I downclocked the ram from 200 to 133 in order to sync it with the cpu bus. It runs much better and got 14100 in3dmark01, but CSS could still be better. I don't notice a big difference from my Athlon, which used to be a CAD machine at my company.
