Real-time web graphics composing?

I've seen some sites on the Web that generate real-time web graphics composed of items which are determined by parameters entered by the user at that time. These are not separate graphics overlaid on one another, but are "merged" graphic items presented in one "png" file constructed dynamically.

Anyone know how this is done, or the software product(s) which can do this for web development?
