Depends on what he's asking about. Real rendering as in CGI, which seems to be what he's asking, then sure of course no. If he's asking can you draw realistic pictures then sure yes

Because it's a black and white photo. That's why. I dont see why there is any discussion here. It's obvious it's a photo. Maybe someone adjusted the levels, but that's the extent of the 'chopping'.

you originally concluded that images cannot be DRAWN in photoshop, there have been plenty of people who have created amazing paintings in a program as simple as mspaint. You are right, they cannot be rendered like that of a 3D program, however they can be drawn.
