read only partitions?

is there a way to make a FAT partition so that it is read only? i don't mean by using a third party windows software (ie - deep freeze). i'm wondering if it was possible to make the partition so that its read only from both DOS and windows environments... kinda like how u would make zip disks read only. is this possible? if so... please enlighten me. thank you.
