Read only Folder

Is there anyway that I can create a "read-only" folder? Where user cannot modify the content of the folder (like cannot add in more files or delete files) but can access it.
 
Don't need to create a folder on NTFS. Right-click any existing folder (top-level preferred), properties, security, select the account you want to limit access to, check off all boxes except read, ok, ok. Best allow full access to admins (you), and limit access to users (others).

If you're on FAT32, you'll need a program to do that.
