One WU=1 Block. Packets are merely a way to package multiple blocks together. (Some people request small packets of 1 or 2 blocks at a time, while others go for the maximum of 32 blocks per packet...)
Fardringle hit the nail right on the head. It should be noted though that Dnet's official line is that a "block" can vary in size; so don't be too suprised if they changed the useage of the word "block" in the future.
Looks like DNet has acknowledged those rather ambiguous names and is actually changing them. The new client in ß now calles them "stat units"
