The only thing I can do with the wheel is click down on it, and then use the mouse to scroll webpages and stuff.

It's a deathadder, new firmware and driver. I tried it in HL2, couldn't scroll through weapons.

Check the button mappings and Universal Scrolling. The drivers seem to have the fun of reseting the scroll wheel from time to time.
 
It's set to universal scrolling. In fact, the scroll never worked from the start. Windows only picked up on the wheelclicking, not the wheel turning.
 
No, I just opened it yesterday. I sent them an email before I went to bed yesterday, as well. Damnit, I wanted to play UT3.
