Well that's just the 'village court' which doesn't have powers to arrest. The end of the article says if he's convicted by a state court, he can be sentenced to death.

Police are so curropt in India that if the rapist is rich, he'll just pay the police and they will say they never found any significant evidence to convict him. Its so f*cked over there, people get away with murder because of easily money talks
