Luckily I work in IT, so I'll never have to call YOU to work on my pc.  
Seriously, I work in a small, private hospital, and I would say close to 95% of our machines are still running Win9x. We are in the process of phasing them out, but they are still in the workplace. As such, any technician worth anything is going to know how to work on them. Not everyone is going to run out and buy the newest, greatest thing that Microsoft tells us that we just HAVE to have. There are a lot of people who still use it at home because it does just what they need. It allows them to connect to aol and forward email. Until aol stops working on win9x, you will find it in homes.
