Just quit. It's just a store. A store with a crappy manager.

In my opinion, you don't meet payroll by cutting people off the schedule, you do it by increasing sales (which are probably low because the store is in disorganized and looks like crap).

I work retail too 2nd shift at Walmart while it isn't that great of work, it's much better pay and better than flipping burgers at McDonald's. Most of the time the schelduling isn't their fault as they always have to save money for this and that and cutting hours is the easiest way to do so.
