The mainstream society doesn't use VCD's enough for Microsoft and Sony to waste their time on implementing it. The reason why the PS2, Xbox, PS3, Xbox 360 and other consoles (if there are any I missed) play DVD"s is because you can go to almost any store nowadays and buy a DVD. Wherever it is you bought your console most likely sells video DVD's too, but probably doesn't sell VCD's. Now if most people don't have quick and easy access to VCD's, who's gonna use their console to play VCD's? Only the 10% of people that still (For some strange reason) use VCD's (it's 2007, c'mon). Not worth it.
Basically, VCD compatibility won't help sell systems, so there's no reason for any company to put it in their consoles. In an age where most of us are worried about Blu-Ray vs HD-DVD, who has time to even remember VCD's?
To the OP, I'm not sure why you're complaining about it. Nowhere did Sony claim the PS3 was capable of playing VCD's. Would you complain about your PS3 not being able to play audio cassettes or vinyl records?
