actually it does. Lets say you sit on the porcelain bowl and you're higher than the dispenser. If it is put the wrong way (down and under) and you pull, you're generating an upward force and may cause a premature tear. If it is up and over, it decide when to tear by simply ripping it sideways from the top.
I hate it when I have to piece together single-ply into a stack just for something as trivial as wiping :frown:

stop putting the roll hanger so close to the floor and dont pull so hard
