i think some people need to re-read the OP.

HIS heat is OFF. he just can NOT turn on AC (ac is nice but they are not required to have it)

that sucks that you do not have control over it. I dont think i would live in an apartment that didnt let me control the AC

if it was some dump of an apt I don't think I would be complaining too much (But I would), But when you are paying 1200 a month then you need to call the management and tell them that you won't be paying rent unless they can offer a solution. Tell them that if they can't help you, then they can purchase some box fans to place in your windows and pay the difference in your engery bill that the fans will bring. Regardless of what the law states, there is no reason they shouldn't have a way for individuals to turn the heat off in their own rooms for that high of a rent.

Im thinking he has the same set up we have at our place.  You can turn off the heat, you just cant change the temperature.  You set your thermostat at what degree you want it to click on and it will.  But besides that.. the only thing to do is turn it off or on.  You cant regulate whats being blown in, until they switch over the system.

Yeah, I figured that much, but if they are knowingly allowing such dangerous conditions without providing some alternate means of cooling down, then essentially they could be sued for negligence, especially if it was the cause of heat-related illness or something as fish dying...

The point is, they know its happening and they aren't doing anything about it to comfort their residents, despite complaints.

edit: Is your fish tank a salt water tank? Is it large? Could they possibly spend a few days with someone else or at work?

I am happy I will be renting a house in VA when I move there.
Paying $1200/month and not be able to control the temp is just wrong.

I can't believe you pay 1200 a month to rent a place and can't control your heat/ac.

Time to move.

Visit them 1 more time and ask nicely.
If that does not work send a certified letter saying that the high heat is making you sick and may cause liable health issues since you place is unlivable.

They finally turned it on today. One of the residents is a lawyer here and I was told that he filed a lawsuit yesterday against the apartment complex. I don't have all of the details yet but I'm curious as to what grounds he sued these assholes. One things for sure, I'm out of this place when my lease is up. I just need to find a nice 2 bedroom/2bathroom place that's reasonable up here.
