Speaking as someone who works in I work for network administration, attached to ResNet (computer arm of dorm administration) and you have no idea how hard it is to actually make a difference....

The people who you will deal with have no power to affect change and spend their evenings getting drunk trying to forget about how they spent 9am-12pm listening to threatening and harrassing complaints from thousands of rightfully angry students.
The people who are considered "network administrators/operatators" and make purchace reccomendations are often misguided technical elitists who overlook basic tennants of networking (port hopping is a fact and restricting each node's upload to 10 kiloBITS per second will inflame the situation, not help it)
The people who are in high enough positions to change the system have too many other issues do deal with, all of far more potental to embarrass your institution. <--- these guys are your best chance.... shock and awe them with a killer presentation and they'll hand you a paycheck....
