Can you think of a situation where a material and its innate properties limit the further development of technology. For example, electrical properties of Silicon Oxide composite materials limit the processing power of chips? Or say, Lithium Ion Battery's power output is limited by size/weight material properties.....

I would have to side more towards the breadth of its application...but your two options play into one another. The advancing of the technology would enable greater breadth of its application. For example SiO2 chips were made more powerful through purifying techniques to remove impurities from wafers.
