Random lock up, and video loss

Im having some issues with a new build I just did and need some help on what could be causing this issue.
When doing random things, changing a setting, surfing a web page, ect, the pc will lose video, act like its shutting down and lock up. When rebooting it always comes up with the error "windows failed to shutdown properly". It does this fairly often.
At other times it will get a blue screen (not the windows blue screen of death, but a solid blue screen) and lock up moments after.
Again, it does this on any random thing I do with the computer, not one particular thing causes it.
This morning when booting up I had an issue with getting the computer to boot into windows. Rebooted, and got the error, windows failed to start properly.
I tried flashing the bios to the newest version. And tried a different video card. Neither helped the issue.
This is what the build consists of:
ECS A790GXM-AD3 motherboard
AMD Phenom 2 X4 965 Black Edition Deneb processor
2 - Corsair XMS3 DDR3 1333 2GB memory sticks
1 - XFX Radeon 5770 HD-577A-ZNFC video card
GELID CPU cooler
Xigmatek NRP-MC751 750W power supply
WD Raptor 80g 10k rpm sata drive
WD 1tb 7200 rpm drive

check power connections make sure all are properly connected
take out one stick of ram (make sure stick 1 is in the right slot) and boot the computer again if this doesn't help then swap sticks and do it again
post your results

Power connections are all good.

Did the mem test and swap as asked. Same issue with both sticks, lock up, loss of video.

sounds like bad ram or bad ram slots did you make sure the ram you purchased is compatible with the mobo? try other ram if you have it and see if that fixes it. but mostly make sure that whatever ram you use is compatible with the mobo ie go to the mobo web site find the mobo and see what ram is compatible.

Tried a completely brand new board, this time an asus. And compatible memory for it. same issue.

update all your drivers. scan for virus's etc

edit- you ran another mobo with this install? that alone should cause issues go back to your original setup and try the above steps

I didnt run it with the same install. Did a fresh install of Win 7.

And as with the original board and mem, it did this on a fresh install of Win 7 also.

fresh install is fine but you have to make sure that all your drivers are updated especially your video driver

Sorry, forgot to mention that I did install all of the latest drivers from ATI and ECS.

And BTW, I do appreciate all the help!

After a few ideas i found searching the web. I think my PS might be either a little weak, or faulty to run Win 7 64 bit install.

I went down to 32bit edition and so far no lock ups or video loss. :\

Unfortunately driver development for 64bit windows still lags behind 32bit windows by quite a margin, I have had the same issues with 64bit drivers even using Windows 7.

Other than making sure you are not taxing the Power supply beyond what it is able to handle I'd double check the heat coming off of the video card. Sometimes the HS and Fan on the video cards are a bit off when they are installed. The easiest way to check is to hover your hand over the video card when you have a taxing video application running and see how hot things are getting. You can also touch the HS briefly just make sure you don't touch anything else while the computer is running.

But from what you've described in your troubleshooting steps I'd agree with you that it is probably just a driver related issue.
