random failures to properly boot & shutdown

Several months ago I had to replace the power supply in my main desktop computer due to the fact that the toogle switch on the power supply broke and therefore I could not turn the power supply back on once it was turned off. I was using an X-connect power supply and everything was working like a champ to the best of my recall.

I decided to replace the X-connect power supply with a Seasonic 650 Watt power supply since I had generally heard such good things about them. However, on one review that I had read about the particular model that I purchased, it had mentioned that the reviewer had encounter some random failures of the system to properly shutdown when using that particular Seasonic PS.

Well, guess what I am going to say !!!

Since I have installed that Seasonic power supply, I have been having some very random failures of the computer to either boot properly all of the way to the Ubuntu O/S desktop (I just did a scratch installation of Maverick about 2 weeks ago but I was having these random power problems before that when I was still using Jaunty) and on occasions failure of the system to shutdown completely/properly, i.e. the O/S goes thru the shutdown sequences but the power supply never comes to a complete power down state, have to hold down the power button for 3 to 4 seconds to get the system completely powered down. No, I am NOT going into any sleep, hibernation, etc. mode, am choosing SHUTDOWN.

My question is, is there any possibility that these failures to properly boot and shutdown at random times is being caused by a bug in the Ubuntu O/S or by some hardware component such as iffy hard drive or motherboard component and not the power supply itself ? And, like I say this is a RANDOM problem, the big majority of the time the computer boots and shutsdown just fine !!!

Is there any diagnostics to test the reliability of the P/S ?

I know that I can RMA the P/S but I sort of would not like to do that just to find out that it is NOT the problem.

Any ideas/thoughts.
