Rand Paul is a longtime member of the AAPS whose goal is to represent themselves as a regular physician organization in order to fool people into thinking their medical stances are well-reasoned and evidence-based but instead are crafted stances to push conservative agendas. He should never be seen as a medical expert or be associated with the treatment of any person.
They have published such opinions as:
1. HIV does not cause AIDS
2. Barack Obama used hypnosis in his public speech
3. Illegal aliens brought 7000 cases of leprosy over a 3 year span (the cases were over 30 years and data did not show an increasing rate or link to illegal immigration, article is still available uncorrected as published in 2005 despite NPR, 60 minutes, and the NYT debunking it)
They have a habit of taking poor quality studies, often cherry picking them in a field of contradicting research, and using them to come to conclusions which extend even beyond what the study possibly shows. They have no qualms about using something if it fits their political agenda. For example, the Obama/hypnosis article is based on a single anonymously published paper in the field of neuro-linguistic programming, a controversial field with no high quality evidence establishing its validity.
