I am wondering for the second value (768MB) does the 16M*4 imply that it is ECC ram?

No, it's a different arrangement of the memory cells. It indicates high density memory chips. There's an AT FAQ about high density memory.

ECC and parity memory use multiples of 9, because it uses 1 extra bit per byte. Normal memory is multiples of 8.
