RAM Limitations to Vista 32 bit & Win7 32bit?

In know on windows xp it will not see more than 3 or so GB. Is this also the case with vista and 7 in 32bit versions?

The hard limit is 4G but memory addresses required by your hardware will push it down even further. It's an arbitrary limitation placed there by MS to protect you from drivers that don't handle physical addresses >4G.
