Here are my voltages:

+3.3 = 3.31
+5 = 5.12
+12 = 12.40
-12 = 4.08
-5 = 0

My questions are: why is my -12v & -5v reading 4.08 & 0 ?
Is the +5v too high?
What are these minus voltages for?
Is my PC at risk?

My psu in the Antec 550 Watt TrueControl.

The -5 and -12 volt rails are used for legacy devices (ISA) and are no longer used in present day systems.

Your voltages are not too bad, they should be in the +/- 5% range.

Yup...-5 and -12 are no longer used, and your other voltages are just fine.
