Radial vs. Directional?

What's the difference between these tires? How do I know which ones I have? I've heard of tires that you can't rotate the same way you rotate other tires... which ones are those?

I recently had my tires rotated and they started making these "whirring" noises. I'm afraid that it might have been rotated incorrectly. How can I find out?

"Directional" tires are only supposed to turn in one direction (except for when you are backing up) and should be kept on the same side of the car. They usually have an arrow on them indicating rotational direction.
Normal Radials don't care which way they turn.
