Radeon driver problem...scrolling display

I have a Radeon 7500 with two monitors attached. One is set at 1024x768, the other at 800x600. When I try to increase the resolution on the larger monitor, I get a "scrolling" display, where the viewport stays at 1024x768 while the desktop gets bigger. This is annoying, I don't want a scrolling desktop. What am I doing wrong? I have the latest ATI driver. The Omega Plutonium driver does the same thing.
