Since one assumes you're wanting to overclock and therefore aren't concerned about possible warranty voiding, you could just open the case and look at the memory chips to get the nanosecond rating. The ATi retail card doesn't have heatsinks on the memory, one assumes the OEM doesn't.
Any program designed for overclocking which supports the 9700 will also show you the current clock speed.
Powerstrip for instance. However I don't think any software can tell you the actual nanosecond rating of the chips.
