is it possible to determine what frequency is not being filtered or which frequency is the culprit then either trying to filter that specific or ?

unless the RMAed card has any newer added components on its PCB the problem most likely will not go away...and are you running your stuff on a battery backup or straight from wall socket..in an apartment..? <edit>
I've heard of someone leaving the power unplugged while the system is powering on and then plugging it in later fixing the problem until the next reboot but I've been completely unable to verify that with any other system not that I've tried.
I wouldn't go around plugging/unplugging psu Molexes while system is running..quick way to find out about psu voltage regulators(power spikes aren't good things..) and their tolerances....:p

Are the antec power supplies one of the supplies not altering fan speeds?

I believe that one of their series does control speeds of fans attached to it and the other series doesn't. I think it was the trupower that does that but I'm not 100% sure. Hopefully someone here will know.

I'm in a house, everythings on an APC surge bar (no battery backup). I might just try a new supply 350 antec or something see what happens

Oakenfold found out his alternating current into where he is at isn't none too clean..

..bought a fairly hefty 1100 ..hasn't had anymore clean power issues since..battery backups help..;) heh...being a Network Engineer you should know clean regulated consistent volts are a good thing for electronics and their stability and longevity..:p:)

I use an Antec True330 (it regulates fan speeds), and have not seen any problem like this. I power my card from a floppy drive power connector, not a 4 pin adapter. No idea if this means anything, but I thought I'd throw it in.

I had a terrible pixel jitter problem which miraculously went away when I went DVI. Other than that, nothing could fix the problem -- non other video card, nothing...
