Not to sound rude, but do you even know what pixel popping is? If you saw it happening would you be able to identify it?

The WindowsME benchmarks would have to do with the persons video card and driver support, not WindowsME specifically.
Windows ME uses the exact same driver model as Windows 98 SE (except for legacy DOS drivers, which isn't really relevant here). Therefore a Windows 98 SE driver should be getting exactly the same performance in Windows ME. There is no reason for such a significant performance decrease.
I've noticed no slowdown in speed.
Well taking my example, would you notice the difference between 108 FPS vs 96 FPS while playing GLQuake? Probably not, but that doesn't mean there isn't a difference.
