Radeon 4850 help

I bought a Asus Radeon 4850 from newegg recently and I am having trouble with installing it. I own a Dell Inspiron 530 (got lazy) and the video card did not display anything when I installed it, the monitor does turn on (implying some video output) but nothing displayed. I assumed the problem was the small 350 W powersupply so I replaced it today with a 500 W Antec Basiq PS. I ended up getting a blank screen again. Anyone know what the problem is here? Is it just a defective card? Am I overlooking something?
 
Greetings to you too. If by the pci-e power cable you mean the 6 pin connector, yes I plugged it in directly to the power supply. I also tried plugging it into the standard four pin with a converter that was included with the video card.
