A less than a 1% difference is meaningless.

But I recommend Power Efficiency Off to get rid of throttling bugs that some games have.

Is 16.3 a general performance boost? are there results for the tomb raider boost yet?

I just downloaded 16.3 (I have a 7950) and the power efficiency toggle is broken. As soon as I click to toggle it off, the whole tile disappears. If I go out of global settings and back in, its there, but power efficiency is still on. I uninstalled and reinstalled and same thing. Frustrating. I've noticed sometimes while playing WoW that certain areas are very choppy, and I got to Crimson to see my clock at 500Mhz!!!. Would love to turn this "feature" off.

10% boost to minimum frame rate is meaningful if repeatable and not just due to variance or the run order.

That feature is not for you and is either a bug that it shows up for you or is due to 3rd party apps like RadeonMod.

Power Efficiency Toggle: A new feature introduced in the Radeon™ Settings Gaming tab for select AMD Radeon™ 300 series and AMD Radeon™ Fury X available under “Global Options”. This allows the user to disable some power efficiency optimizations.
