If they didn't think of testing with dark skin it is inherently racist. Even if unintentional which I think it was.

If they tested with dark skin and knew it didn't work just release it with a sign "may not work with black people" and call it a day 🙂

When I was in school we were taught "Columbus discovered America" At the time it never dawned on me that phrase discount Native Americans as people. Again at the time I didn't know.

Or, they tested the hardware in an environment that was optimal and did not see that there was a problem. Again, and I say again realizing that you likely are not able to understand this, but testing is not done for every possible situation. The product may work just fine for dark skin people in optimal conditions. Those conditions are what the product is likely sold for. This product may work for 100% of people in optimal conditions. Its not anyone's fault that in this one area, dark skin is a disadvantage. They may have very well tested dark skin, but, that would do nothing unless they tested dark skin in every possible condition.
