You actually can buy hookers in the game, all yo have to do is roll up in a decent car(might not even be necessary) then stop
honk the horn
she will walk to the car eventually get in it
then take the car to a secluded area(aka not a street maybe and emptyalley, park or where you save your game, park the car and watch
the car will begin to rock back and forth faster and faster
your health will go up and money will go down
hooker will leave the car
get out of car kill hooker and take your money back
get back in car and repeat process till you have 150% health.

I think the real question is, why doesn't the game come with some Ice Cream?
