Marauder, you know the spring-loaded things that many home-stereo speakers use for the speaker wires? I have never seen a Fanbus in person, but from the photos it looks like it has those, and you put the bare fan wires into them. Tailing a fan means adding a standard connector to its wires so it plugs into the power supply's wiring harness, or into a fan header on the motherboard.
 
Marauder, you attach a fan bus to a 4-pin power connector from your power supply.

The fans from Peerless are untailed, and the tails are about 4" long.

I got the run-around from CC company, but will be accepting credit cards by next week.
I started by doing a couple of not-for-profit group fan deals for ars technica, and some of the guys from this board. It's just me and my family. =) The kids stack the boxes by the door for me.

If you want the quietest case fans get the pc and power cooling silencer fans. Buy two or three of them and set them as intakes. If your rear exhaust is 80 mm as well get a silencer for exhaust as well. Also, if your ps supply fan is loud get a silencer for it too. In my current rig,supermicro 760a, i have two silencers for in take, a 92mm papst fan for rear exhaust, and another silencer in my powersupply. For my heatsink/fan, i bought some super quiet 60mm fans from phamcomputers. THey are the adda ones.
 
Gosh those Silencers are really pricy - $9.60 each and they're on sale. Nice db rating though. (20db)

I think I'll stick w/ the Panaflos though if they're truly 21db.
