(update: thinking of going with GTX 460 instead. if i go with the GTX 470, then ill switch to a Seasonic X650 w/ fan psu)

Quiet system, and then Seagate hard drive+a GTX 470.

Could get the 650 watt Seasonic for less, it only turns the fan on past ~300 watts so it'll be off until the 470 loads up and will drown it out anyway.
 
With a GTX 470 in there, may as well go cheaper on a PSU with a fan, and a normal 3.5" HDD. Also, the Hyper 212+ is a "really good under $30 HSF" but it isn't a "really quiet HSF." The fins are close together so it requires more airflow to be effective.

im taking the suggestion to go with the Seasonic X650 ($150).

apparently, fry's has the Hyper 212+ for $20. I won't be attempting overclocking the i5-760 just yet, so hopefully the airflow will be ok. Or maybe the Noctua fan will help.

maybe i should get the Zalman CNPS10X Quiet ($69) instead.
 
GTX 470 and quiet do not go together.

You'll want to be looking at the 5850, GTX 460, and lower to find a quiet GPU.
